Michelle explains that she was able to examine the team captain’s original CONOP for what began as a routine patrol. But as the mission changed, additional CONOPS were written and approved higher in the chain of command.
According to Michelle, she was denied access to those subsequent documents.
She also discusses an important detail she says remained visible in the redacted investigation: an indication that one of the CONOPS was missing elements of the military’s fundamental “Five Ws” — who, what, where, when, and why.
