Create an independent, civilian-led Conviction Integrity Unit or Innocence Project specifically for military cases.
Arvis argues that service members who believe they were wrongfully convicted currently rely primarily on the military appellate process, with presidential relief available only in rare circumstances.
What he believes is missing is an independent body capable of taking another look when credible questions remain about evidence, investigations, witnesses, or the fairness of a conviction.
And Arvis says independence matters.
His concern is that an internal military review body would still operate within a hierarchy where careers, promotions, and command relationships exist.
His proposed solution?
An external organization empowered to review disputed convictions, publicly acknowledge mistakes when they occur, and recommend corrective action when the evidence supports it.
The bigger question is simple:
If the military justice system gets a conviction wrong, should there be an independent place for that service member to turn?
