Arvis Owens shares one of the most disturbing cases brought to his attention: a Navy service member who, according to Arvis, said she overheard three female shipmates discussing a plan to accuse the same male sailor of rape after realizing they had each been sexually involved with him.
What happened next is the part Arvis says people need to hear.
According to his account, the woman tried to report what she had heard through multiple channels—including her chain of command, the command equal opportunity process, JAG, and the Inspector General.
Arvis says she was ultimately not allowed to testify about what she heard, and the accused sailor was convicted.
